The Ministry of Immigration, Francization and Integration (MIFI) has officially announced in the Quebec Official Gazette the new invitation criteria and its points system under the Skilled Worker Selection Program (PSTQ). This program replaces the former Regular Skilled Worker Program as of November 29, 2024, offering a more modern approach that is better adapted to the real needs of Quebec’s labor market.
Starting in July 2025, the Government of Quebec will resume issuing invitations to apply for permanent selection. This presents an excellent opportunity for temporary foreign workers already established in the province.
Priority will be given in particular to individuals who:

Are already living in Quebec

Hold a diploma issued in Quebec

Work in regions outside of Montreal where labor is in demand

Practice high-demand occupations
-
Have a good level of French
This new process recognizes the value of those who are already actively contributing to Quebec society, making it easier for them to integrate on a permanent basis. If you are a temporary foreign worker and meet one or more of these criteria, you may be one step closer to settling permanently in Quebec.
