Driver’s License in Quebec for Temporary Foreign Workers (TFWs): What You Need to Know

At InfoTET, we know that many temporary foreign workers wonder whether they can drive in Quebec using the license from their home country or if they need to obtain a Quebec driver’s license.

Recently, the SAAQ (Société de l’assurance automobile du Québec) updated its information on this topic. Here are the most important points.

Not all TFWs are in the same situation. The requirement to switch to a Quebec driver’s license does not automatically apply to all temporary foreign workers after 6 months.

Currently, the SAAQ distinguishes between:

1. People considered non-residents of Quebec

If your main residence is not in Quebec, you may be considered a non-resident.

For example, if:

  • you do not have a residential address in Quebec, or
  • your legal stay in Canada is 6 months or less

In these cases, if you hold a valid license issued in Canada or abroad, you may drive in Quebec for up to 6 consecutive months.

After that period, an international driving permit is generally required.

However, you may not drive a Class 1 vehicle after 6 months if:

  • you have a residential address in Quebec
  • you have a legal stay in Canada of more than 6 months

2. People considered new residents of Quebec

If you meet these conditions:

  • you have a residential address in Quebec, and
  • your legal stay in Canada is more than 6 months

The SAAQ may consider you a new resident of Quebec.

In that case, you may need to apply for a Quebec driver’s license, depending on your situation and the type of license you hold.

What vehicles can you drive?

With a recognized valid license, you can generally drive:

  • car
  • motorcycle
  • moped

As long as your original license authorizes those categories.

Vehicles requiring a specific Quebec license

To drive certain vehicles, a Quebec license is required, such as:

  • heavy trucks
  • buses
  • minibuses
  • taxis or similar vehicles
  • emergency vehicles
