Immigration Changes: French Language Requirement for TFWs — A Step Toward Integration
The Government of Quebec has taken an important step in its strategy to strengthen French as a pillar of integration. As part of the 2026–2029 immigration plan, the Ministry of Immigration, Francization, and Integration (MIFI) has officially submitted a proposal that will directly affect temporary foreign workers (TFWs): the requirement to demonstrate a minimum oral French proficiency level (level 4) to renew their work permits after three years of residence in Quebec.
This announcement was published in the Quebec Official Gazette on June 5, 2025, in the form of a draft amendment to the Quebec Immigration Regulation.
What is Level 4 in Oral French?
Level 4, according to Quebec’s French Competency Scale, corresponds to a basic ability to manage daily life: understanding and responding to simple questions, expressing personal needs, and holding a short conversation in a familiar setting. Fluency is not required—just a minimal functional competence.
Note that agricultural workers will, for now, be exempt from this requirement.
What is the Intention Behind This Measure?
The idea of requiring a certain level of oral French for TFWs is part of a broader strategy to promote linguistic and social integration in Quebec. The goal: to ensure that after three years in the province, foreign workers can communicate in French in basic situations, enabling fuller participation in Quebec society.
