provide updates on unemployment rates data by census metropolitan area (CMA) as well as the renewal of the measure requested by the Government of Quebec to refuse to process certain Labour Market Impact Assessment (LMIA) applications for low-wage positions under the Temporary Foreign Worker Program (TFW Program) in the economic regions of Montr\u00e9al and in Laval (referred after as, \u201cmoratorium\u201d).<b>\u00a0<\/b>The Government\u00a0of Quebec refers\u00a0to this measure\u00a0as the &#8220;<i>suspension de la r\u00e9ception de certaines demandes d\u2019EIMT dans les r\u00e9gions administratives de Montr\u00e9al et Laval.&#8221;<\/i><\/p>\n<p><b>Refusal to process LMIA applications for low-wage positions in CMAs with an unemployment rate of 6% or higher<\/b><\/p>\n<p>Unemployment rate data by CMA (seasonal unadjusted) is used as part of a measure introduced in September 2024 for the processing of LMIA applications under the TFW Program.<\/p>\n<p>Since September 26, 2024, and until further notice, LMIA applications are not processed for positions where:<\/p>\n<ul type=\"disc\">\n<li>The wage offered for the position(s) requested is\u00a0<u><a title=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/median-wage.html\" href=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/median-wage.html\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-linkindex=\"12\">below the provincial or territorial wage threshold<\/a><\/u>\u00a0(low-wage positions),\u00a0<b>and<\/b><\/li>\n<li>The\u00a0<u><a title=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/refusal.html#h2.2.3\" href=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/refusal.html#h2.2.3\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-linkindex=\"13\">work location is in a CMA<\/a><\/u>,\u00a0<b>and<\/b><\/li>\n<li>The\u00a0<u><a title=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/refusal.html\" href=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/refusal.html\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-linkindex=\"14\">unemployment rate of the CMA where the work is located is 6% or higher<\/a><\/u> at the time the LMIA application is submitted.<\/li>\n<\/ul>\n<p><b>On\u00a0January 9, 2026, the\u00a0<u><a title=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/refusal.html#:~:text=Table%3A%20Unemployment%20rates%20by%20CMA%20and%20period\" href=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/refusal.html#:~:text=Table%3A%20Unemployment%20rates%20by%20CMA%20and%20period\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-linkindex=\"15\">table of unemployment rates<\/a><\/u>\u00a0by CMA\u00a0and by period was updated on the TFW Program website.<\/b><\/p>\n<p>As usual, the table is automatically updated on a quarterly basis in accordance with Statistics Canada&#8217;s publication dates. Upcoming updates are scheduled for April, July, and October.<\/p>\n<p>As a reminder, certain low-wage positions are exempt from this refusal to process measure. More information can be found on the TFW Program website under\u00a0<u><a title=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/refusal.html#:~:text=LMIA%20applications%20exempted%20from%20this%20refusal%20to%20process%20measure\" href=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/refusal.html#:~:text=LMIA%20applications%20exempted%20from%20this%20refusal%20to%20process%20measure\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-linkindex=\"16\">Refusal to process a Labour Market Impact Assessment application<\/a><\/u>.<\/p>\n<p><b>Moratorium for low-wage positions in Montr\u00e9al and in Laval<\/b><\/p>\n<p>This measure requested by the Government of Quebec in the economic regions of Montr\u00e9al and Laval has been extended until December 31, 2026.<\/p>\n<p>The moratorium applies to LMIA applications, including those under the facilitated processing, for positions:<\/p>\n<ul type=\"disc\">\n<li>with a wage below the\u00a0<u><a title=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/median-wage.html\" href=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/median-wage.html\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-linkindex=\"17\">Quebec wage threshold<\/a><\/u>, currently $34.62\/hour, and<\/li>\n<li>with a work location in the economic region of Montr\u00e9al (island of Montr\u00e9al) or Laval.<\/li>\n<\/ul>\n<p>With the recent update of the CMAs affected by the processing refusal published on January 9, 2026, the unemployment rate in the Montr\u00e9al CMA has fallen below 6%. Therefore, effective this date, the requirements and exemptions of the Government of Quebec requested moratorium will determine if the LMIA application will be processed.<\/p>\n<p>It is important to note that the applications covered by this measure will not be processed and fees linked to these applications will not be charged (if applicable).<\/p>\n<p>As a reminder, LMIA applications in Quebec must be submitted simultaneously to both Service Canada, and to the Minist\u00e8re de l\u2019Immigration, la Francisation et de l\u2019Int\u00e9gration\u00a0(MIFI).<\/p>\n<p>For more information on the exemptions for both refusals to process LMIA applications for low-wage positions, please consult the\u00a0<u><a title=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/refusal.html\" href=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/refusal.html\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-linkindex=\"18\">TFW Program website<\/a><\/u>.
