{"id":19159,"date":"2025-03-05T13:28:27","date_gmt":"2025-03-05T18:28:27","guid":{"rendered":"https:\/\/www.infotetquebec.com\/employment-services-for-temporary-foreign-workers-uncertainty-remains\/"},"modified":"2025-03-05T15:18:43","modified_gmt":"2025-03-05T20:18:43","slug":"employment-services-for-temporary-foreign-workers-uncertainty-remains","status":"publish","type":"post","link":"https:\/\/www.infotetquebec.com\/en\/employment-services-for-temporary-foreign-workers-uncertainty-remains\/","title":{"rendered":"Employment Services for Temporary Foreign Workers: Uncertainty Remains"},"content":{"rendered":"\t\t<div data-elementor-type=\"wp-post\" data-elementor-id=\"19159\" class=\"elementor elementor-19159 elementor-19142\" data-elementor-post-type=\"post\">\n\t\t\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-5cb2937 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"5cb2937\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-85d5f8a\" data-id=\"85d5f8a\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-a2fb3ec elementor-widget elementor-widget-text-editor\" data-id=\"a2fb3ec\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h5><strong>Text : Basile Moratille \/ Translator\u2019s Francisco Salazar<\/strong><\/h5>\n<p><em>Photo\u00a0: Nini FromParis<\/em><\/p>\n<p><strong>Employment Services for Temporary Foreign Workers: Uncertainty Remains<\/strong><\/p>\n<p>Temporary Foreign Workers (TFWs) and their accompanying family members are, in principle, no longer eligible for employment services previously offered through a network of Quebec-based organizations funded by the <em>Minist\u00e8re de l\u2019Emploi et de la Solidarit\u00e9 sociale<\/em> (MESS).<\/p>\n<p>The suspended services include:<br \/>\n\u2022 Employment counseling and career coaching;<br \/>\n\u2022 Individual support (such as help with r\u00e9sum\u00e9s or interview preparation);<br \/>\n\u2022 Job retention assistance.<\/p>\n<p>When the suspension of services for TFWs took effect on February 1, 2025, there was a general understanding of who would be impacted\u2014and, conversely, who would remain eligible for employment services.<\/p>\n<p>To recap, those who remained eligible included:<br \/>\n\u2022 Permanent residents, of course;<br \/>\n\u2022 Individuals already registered with a partner organization as of February 1;<br \/>\n\u2022 Former international students with a Post-Graduation Work Permit (PGWP).<\/p>\n<p>There had been some discussions about adding other sector-based exceptions, particularly in agriculture, IT, and engineering. However, no further updates have been provided to date.<\/p>\n<p>Now, one month after the implementation of this measure\u2014introduced without any formal public announcement or official explanation\u2014uncertainty persists. Both organizations and the immigrant communities affected are still unsure which services remain available and who exactly is eligible.<\/p>\n<p><strong>Regarding services<\/strong><\/p>\n<p>The suspension is understood to apply specifically to services previously funded by MESS.<\/p>\n<p>This means that all other services, especially those funded by MIFI, remain available. These include:<br \/>\n\u2022 <em>Objectif Int\u00e9gration<\/em> sessions;<br \/>\n\u2022 French language courses; and<br \/>\n\u2022 Any other programs or pilot projects run by individual organizations with dedicated funding.<\/p>\n<p>And these programs are far from insignificant. Some exist through bilateral agreements, which makes them less visible. For example, there are support services for asylum seekers with open work permits or those receiving social assistance, groups that do not fall under the previously mentioned categories. Yet such programs do exist. Organizations like CACI and INICI have signed pilot agreements with MESS to support this clientele living in Montreal. Similarly, <em>Perspective Carri\u00e8re<\/em> provides reception services for asylum seekers through an agreement with the City of Laval, to name just a few examples.<\/p>\n<p><strong>Regarding eligible individuals<\/strong><\/p>\n<p>Asylum seekers with valid work permits, as well as recognized refugees, are obviously eager to know whether they are eligible for services\u2014and, if so, through which organization.<\/p>\n<p>The same applies to Ukrainian nationals still <a href=\"https:\/\/immigrantquebecpro.com\/ouverture-de-la-voie-dimmigration-temporaire-rapide-pour-les-ukrainiens\/\">under the AVUCU program<\/a>, who are supposed to be eligible for public employment services\u2014and in fact are at certain organizations, such as CACI.<\/p>\n<p>At the <a href=\"https:\/\/www.infotetquebec.com\/en\/temporary-workers-barred-from-public-employment-services\/\">end of January<\/a>, we also raised the question of whether TFWs (and their families) holding a Quebec Selection Certificate (CSQ) are eligible. However, this group has not been clearly referenced anywhere, nor have the organizations consulted explicitly confirmed them as eligible.<\/p>\n<p><strong>Case-by-case answers<\/strong><\/p>\n<p>One of the main challenges TFWs face today is figuring out how to distinguish between the general rule (the suspension of free services) and the possible exceptions that may exist within individual organizations.<\/p>\n<p>They now must navigate between:<br \/>\n\u2022 Those strictly following the suspension;<br \/>\n\u2022 Those with agreements involving other public or private partners, allowing them to continue offering services to certain groups;<br \/>\n\u2022 Those running specific pilot projects.<\/p>\n<p>At least one organization, CITIM, has even chosen to temporarily <a href=\"https:\/\/www.citim.org\/communique-maintien-de-nos-services\/\">maintain all its services for TFWs<\/a>, pro bono. In 2023, CITIM also launched its <em><a href=\"https:\/\/www.citim.org\/emploi\/parcours-travailler-au-quebec\/\">Parcours Travailler au Qu\u00e9bec<\/a><\/em> a free group activity introducing participants to the local job market. It is open to residents of the Island of Montreal, including Canadian citizens, permanent residents, and temporary residents with open work permits (including Working Holiday Visa holders and common-law partners). This activity also remains available.<\/p>\n<p><strong>Waiting for more clarity\u2026<\/strong><\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Text
