by a network of non-profit organizations across the province, many of which operate under the banner of the <a href=\"https:\/\/tcri.qc.ca\/projets\/rosini\/\"><em>R\u00e9seau des organismes sp\u00e9cialis\u00e9s dans l\u2019int\u00e9gration en emploi des nouveaux immigrants<\/em><\/a><em>\u00a0<\/em> (ROSINI).<\/p>\n<p>These organizations are tasked with:<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-5681668 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"5681668\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-33 elementor-top-column elementor-element workforce for the Quebec labor market: They provide information and support\u2014both in groups and on an individual basis\u2014to help newcomers understand the job market, adapt their communication to local norms, and even prepare for job interviews, among other things,<\/li>\n<\/ul>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-33 elementor-top-column elementor-element elementor-element-8faf32c\" data-id=\"8faf32c\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-6eeedcc elementor-widget elementor-widget-text-editor\" data-id=\"6eeedcc\" data-element_type=\"widget\" between job seekers and employers: They help companies in finding potential candidates who might be a good fit for their They help ensure that newcomers are successfully integrated into both the workforce and Quebec society.<\/li>\n<\/ul>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-49fc79d elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"49fc79d\" data-element_type=\"section\" obtaining permanent residency\u2014who had lived in Quebec for five years or less. However, to address the growing number of temporary immigrants, access was extended to all foreign nationals living in Quebec who are legally eligible to work.<\/p>\n<p>Now, as part of its strategy to reduce the number of temporary residents in Quebec, the government has decided to cut off access to these services for temporary workers starting February 1, 2025.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-d8eb8c1 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"d8eb8c1\" data-element_type=\"section\" some categories of workers, regardless of the specific program they belong to:<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-f001fe7 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"f001fe7\" data-element_type=\"section\" includes those holding a valid work permit at the time of job loss, who may secure new employment under a closed work permit in line with TFWP rules,<\/li>\n<\/ul>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-25 elementor-top-column elementor-element elementor-element-0021910\" data-id=\"0021910\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-45917cc elementor-widget elementor-widget-text-editor\" data-id=\"45917cc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul>\n<li style=\"text-align: left;\">International Mobility Program (IMP) participants: Whether they hold open or closed work permits,<\/li>\n<\/ul>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-25 elementor-top-column elementor-element elementor-element-04a637e\" data-id=\"04a637e\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-2ab46a1 elementor-widget elementor-widget-text-editor\" data-id=\"2ab46a1\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul>\n<li style=\"text-align: left;\">Spouses and common-law partners: Those going with a principal worker or applicant under the IMP (with an open work permit),<\/li>\n<\/ul>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-25 elementor-top-column elementor-element elementor-element-ed79a3d\" data-id=\"ed79a3d\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-75534cc elementor-widget elementor-widget-text-editor\" data-id=\"75534cc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul>\n<li style=\"text-align: left;\">International Experience Canada (IEC) participants: Individuals taking part in any of the program\u2019s streams.<\/li>\n<\/ul>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-bd405ba elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"bd405ba\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>The Exceptions<\/strong><\/p>\n<p>As always, there are exceptions:<\/p>\n<p>Existing Registrations: Anyone already enrolled with a partner organization will continue to receive employment services.<\/p>\n<p>Sector-Specific Exceptions: Special provisions are in place for sectors such as <strong>agriculture<\/strong>, <strong>information technology<\/strong>, and <strong>engineering<\/strong>.<\/p>\n<p>Status-Based Exception: International students who graduated in Quebec and hold a <strong>post-graduation work permit<\/strong> (PGWP) are also exempt from this change.<\/p>\n<p>Affected individuals are strongly encouraged to register with an organization by January 31, 2024.<\/p>\n<p>Naturally, <strong>permanent residents<\/strong> will continue to enjoy full access to these services.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-4505abb elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"4505abb\" data-element_type=\"section\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Uncertainties <\/strong><\/p>\n<p>With the government providing no public notice until less than two days before the measure takes effect, several gray areas are still. For example, it is unclear whether <strong>temporary residents holding a valid Quebec Selection Certificate (CSQ) or those who have already started the process of obtaining permanent residency<\/strong> will be affected.<\/p>\n<p style=\"text-align: left;\">Additionally, with this reduction in public employment services for temporary foreign workers, questions arise about the future of other supports they currently rely on\u2014such as those offered by <em>Qualifications Qu\u00e9bec<\/em> or <em>Accompagnement Qu\u00e9bec<\/em>.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-17c9cff elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"17c9cff\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-e21f0ad\" data-id=\"e21f0ad\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-884bb28 elementor-widget elementor-widget-text-editor\" data-id=\"884bb28\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>What alternatives are available? <\/strong><\/p>\n<p>Employment service organizations, most of which learned of the measure just a week before it goes into effect, are already exploring ways to adjust both their structures and their approaches to serving affected clients.<\/p>\n<p>Keep in mind that, in the absence of an official public statement from the government, most of the available information comes directly from the organizations affected.
