TFW Program Measures to Support Rural Regions – June 30, 2026 Update

This communiqué provides an update on the measures announced in March 2026 to support rural employers in addressing workforce challenges while maintaining strong safeguards to ensure Canadians and permanent residents continue to be prioritized for available jobs.

As part of the implementation of these measures, provinces and territories were invited to opt-in. We are writing to inform you that The Government of Ontario has confirmed it will not participate in these rural measures.

As a result, employers in Ontario, including those in rural regions, will not be eligible for measures described below.

Additional information will be shared as other provinces and territories confirm their participation decisions. A summary of provincial and territorial participation decisions announced to-date is available here.

Summary of Measures to Support Rural Employers

In participating provinces and territories, the Government of Canada will allow eligible rural employers to:

Retain their current proportion of low-wage positions filled by temporary foreign workers if above the 10% cap; and/or
Access a 15% cap—instead of the current 10% cap—on the proportion of temporary foreign workers employed in low-wage positions.

To confirm if your location is in a rural area that qualifies for the measure, please enter your full postal code at the following website: Census of Population. If no Census Metropolitan Area appears, then your work location is considered eligible for the rural measure.

Solstice Festival in La Malbaie: Celebration, Culture, and Integration

On June 21, 2026, InfoTET Québec took part in the 4th edition of the Solstice Festival, held at Parc du Havre in La Malbaie. This festive event aimed to celebrate cultural diversity and foster closer ties between immigrants in Charlevoix-Est and the host community.

The event brought together participants from various backgrounds in a warm and welcoming atmosphere. Throughout the day, exchanges took place with several temporary foreign workers, mainly from Guatemala, Colombia, and Cuba. Many of them shared that this celebration is one of the most anticipated events of the year, as it allows them to meet other members of their community, discover different cultures, and feel more integrated into their living environment.

Participants also had the opportunity to enjoy a variety of dishes representing different regions of the world, highlighting the cultural richness present in the region.

During the event, InfoTET Québec hosted a booth to present its program and services. On this occasion, Jonathan Buitrago, Regional Coordinator, introduced the InfoTET Québec program and distributed the information guide for temporary foreign workers. This document provides practical tools regarding TFWs’ rights and responsibilities, as well as essential information about services and resources available throughout Quebec.

Overall, this activity was an excellent opportunity to promote inclusion, intercultural dialogue, and access to resources for temporary foreign workers in the region.

Outdoor Intercultural Soccer for TFWs in Saint-Raymond: Sports, Well-being, and Integration

On June 20, 2026, InfoTET Québec participated in an outdoor intercultural soccer activity for temporary foreign workers (TFWs) in Saint-Raymond. This free activity, held every Saturday from 6:00 p.m. to 8:00 p.m. during the summer season, provides workers with a space to meet, relax, and socialize.

Before the matches began, a short exchange session was held to present participants with different resources available to them. This moment also allowed organizers to answer questions regarding their rights and responsibilities in Quebec.

The activity brought together workers from several companies and different nationalities, mainly from Guatemala. During the event, several workers employed by Aliments Du Breton, a company specialized in pork production, shared their daily reality.

A particularly positive aspect highlighted by participants was transportation. Despite mobility challenges in the region, where public transportation is limited, their employer provides a vehicle with a driver so they can take part in sports activities. This initiative was highly appreciated and represents a strong practice that promotes workers’ well-being and community integration.

The atmosphere was friendly and conducive to exchange. Participants expressed their appreciation for the opportunity to engage in physical activity, meet other workers, and strengthen social ties outside of the workplace.

InfoTET Québec was present on site with a dedicated space to present the program and its services. On June 19, 2026, InfoTET Québec took part in an outdoor soccer activity for temporary foreign workers (TFWs) in Saint-Marc-des-Carrières, Quebec, organized by Accès travail Portneuf. This activity, held regularly every ten days, is part of an ongoing series of sports gatherings created for workers in the region.

The event brought together dozens of temporary foreign workers from different nationalities, mainly from Guatemala, Cameroon, Senegal, and Côte d’Ivoire, who found in this activity an opportunity to connect, socialize, and build relationships with people from different cultures and backgrounds.

Before the match began, participants were offered a short presentation reminding them about the Guide des travailleurs étrangers temporaires, as well as their rights and responsibilities in Quebec. This moment also allowed them to learn more about the different free support, information, and assistance services available to them.

InfoTET de Immigrant Québec was present on site with a dedicated space to present the program and its services. On this occasion, Jonathan Buitrago, Regional Coordinator, introduced the InfoTET Québec program and distributed the information guide for temporary foreign workers. This document provides practical tools regarding TFWs’ rights and obligations, as well as essential information about the services and resources available throughout Quebec.

During the activity, it was also possible to connect with a significant group of workers employed by Dolbec Inc., a company specialized in potato production. Many of them shared their daily realities and expressed their gratitude toward their employer, as well as their satisfaction at being able to participate in sports activities like this one.

Participants highlighted the importance of these gatherings, as they help break the isolation often associated with seasonal work, strengthen emotional well-being, and create meaningful connections with other workers from different regions and nationalities.

PSTM Quarterly Meeting in Brossard: Strengthening Collaboration in Support of TFWs

On June 17, 2026, Immigrant Québec and the InfoTET Québec team successfully held their quarterly meeting for the Programme de soutien aux travailleurs migrants (PSTM) at the Courtyard Marriott Montréal Brossard, an important space dedicated to strengthening collaboration among organizations and institutions that support temporary foreign workers (TFWs) across Quebec.

This event brought together representatives from community organizations, public institutions, and specialized stakeholders committed to the protection, integration, and well-being of TFWs. Through presentations, workshops, and discussion spaces, participants had the opportunity to share knowledge, identify common challenges, and collectively reflect on new strategies to improve support for migrant workers.

Throughout the day, several organizations delivered insightful presentations on key issues affecting TFWs. Among them were Option Consommateurs, Commission des normes, de l’équité, de la santé et de la sécurité du travail (CNESST), Desjardins, Justice Pro Bono, Agricarrières, and the Consulat du Mexique à Montréal, who provided valuable information on labor rights, consumer protection, financial services, access to justice, and consular support.

The active participation of all organizations present helped strengthen collaborative ties, reinforce support networks, and broaden the collective understanding of the needs and challenges faced by TFWs in their professional and personal environments.

Immigrant Québec and the InfoTET Québec team would like to express their sincere gratitude to all the individuals and organizations who participated in this event. Their commitment, expertise, and willingness to share knowledge were essential to the success of this meeting.

These quarterly meetings continue to play an essential role in improving the overall support available to TFWs by facilitating access to reliable information, psychosocial support, integration resources, legal guidance, and services tailored to their realities. Through networking and strong cross-sector collaboration, we continue building a more human, accessible, and effective support system for those who contribute to Quebec’s economic and social development.

Intercultural Fan Zone for TFWs in Saint-Alexandre: Soccer, Integration, and Community

Soccer will always be a great excuse to come together, and when it’s about a World Cup, the experience becomes even more special.

On June 13, 2026, InfoTET Québec participated in the Intercultural Fan Zone for Temporary Foreign Workers (TFWs) in Saint-Alexandre, Quebec, an event organized by Droit à l’emploi, service L’ANCRE. This cultural and sports event brought together workers from different backgrounds around one shared passion: soccer.

Although the match broadcast featured Brazil and Morocco, most participants came from countries such as Guatemala, Mexico, and several other nations, creating a warm, inclusive, and enthusiastic intercultural atmosphere. The match ended in a 1–1 draw, giving participants the opportunity to share the excitement and energy of supporting both teams.

Throughout the evening, participants had the chance to connect, socialize, take part in games specially designed for them, and enjoy pizza in a festive atmosphere. These activities helped strengthen relationships among workers and create meaningful spaces for exchange and connection.

This gathering was also a valuable opportunity to raise awareness among workers about their rights and responsibilities, while strengthening their sense of belonging and integration within the community.

Soccer Tournament for TFWs in Rougemont: Sports, Services, and Community

On June 7, 2026, a soccer tournament for temporary foreign workers (TFWs) took place in Rougemont, Quebec, organized by Intégration Compétences. Despite a rainy morning, the event was a real success, bringing together approximately 100 temporary foreign workers who actively participated in the various activities and services offered on site.

Soccer, an activity highly appreciated by TFWs, once again proved its ability to bring people together and strengthen community ties. Beyond the sports competition, the tournament created a space for connection, exchange, and belonging in a warm, inclusive, and accessible environment.

The event included the participation of representatives from the Consulat du Mexique, who were present to provide support and information to participants. In addition, Cyclo Nord-Sud offered a free bicycle repair service, an initiative that was especially appreciated by workers, considering that in many regions of Quebec, bicycles are one of the main means of transportation between their residence and workplace.

For its part, InfoTET de Immigrant Québec was also present with a dedicated space to present the program and its services. On this occasion, Jonathan Buitrago, Regional Coordinator, introduced the InfoTET Québec program and distributed the information guide for temporary foreign workers. This document provides practical tools regarding TFWs’ rights and obligations, as well as essential information about the services and resources available throughout Quebec.

The combination of sports activities, community services, and information spaces made it possible to reach a large number of workers in a positive and accessible setting, facilitating access to important resources for their well-being and integration.

Summer Soccer Tournament for TFWs in Saint-Rémi: Sport, Integration, and Well-being

The Saint-Rémi soccer tournament is back. Organized by the organization Complexe X Immigration, this event has become one of the most important sporting activities for temporary foreign agricultural workers in the region, bringing together a large number of participants in one place. The season began on Sunday, June 7 and will continue for several weeks, until September.

Beyond the sporting competition, this tournament represents a valuable space for connection, social interaction, and well-being for workers. During the activity, it was possible to speak with members of the Gen-V company team, who shared how important this tournament is for them.

Their enthusiasm is remarkable: in order to participate in the matches, many start their workday as early as 5 a.m. and finish around 2 or 3 p.m., heading directly to the soccer field afterward. The next day, another full workday awaits them.

Participants explain that this tournament allows them to reconnect with colleagues and friends from other farms, break away from their daily work routine, and share meaningful moments throughout the summer. Of course, the goal is also to win the championship. The Gen-V team proudly recalls last year’s performance, when they reached the semifinals.

We also thank Complexe X Immigration for organizing this initiative, and its director, Sandra Cerdeline, for her ongoing commitment to creating spaces that foster well-being, integration, and quality of life for temporary foreign workers.

We wish all participating teams great success in this new season. Beyond the final result, their commitment, perseverance, and team spirit already make them true winners.

TFW Program – Information about Ebola Disease and Temporary Border Measures

In response to the Ebola disease outbreak overseas, this communiqué provides key information for employers and temporary foreign workers (workers) participating in the Temporary Foreign Worker Program (TFW Program).

Government of Canada measures in response to the Ebola disease outbreak

In response to the Ebola disease outbreak in the Democratic Republic of the Congo (DRC), and increasing risks in Uganda and South Sudan, the Government of Canada is introducing temporary border measures to reduce the risk of the virus entering and spreading within Canada.

Effective May 27, 2026 23:59 EDT, the Government of Canada has temporarily suspended the immigration documents of foreign nationals living in countries having high or very high risk of outbreak of Ebola disease, meaning they will not be able to travel to Canada. As a result, foreign nationals living in these countries, including those with previously approved temporary resident visas, electronic travel authorizations or permanent resident visas, are not permitted to travel to Canada while these documents are suspended. Processing of applications will continue; however, final decisions on applications from foreign nationals living in these countries will be temporarily paused.

In addition, effective May 30 at 23:59 pm EDT until August 29, 2026, under the Quarantine Act, all travellers, including Canadian citizens, permanent residents, persons registered under the Indian Act and foreign nationals who have been in these affected areas within the previous 21 days will be required to quarantine for 21 days upon entering Canada. If they do not have a suitable place to quarantine, they will be provided with an appropriate place by the Public Health Agency of Canada.

Travellers who exhibit symptoms of Ebola disease will receive an immediate medical assessment and be placed in isolation at a medical facility or other appropriate location that the quarantine officer determines to be suitable. They will remain in isolation for 21 days from their date of entry to Canada or from the onset of symptoms, whichever is later, and until they no longer present a public health risk. Until then, the traveller must follow all instructions provided by the quarantine officer.

While the risk to people in Canada remains low, the Government of Canada is taking a precautionary approach given the severity of Ebola disease and the evolving international situation.

The Government of Canada continues to monitor the situation closely and will adjust these measures as needed based on available evidence and evolving conditions internationally.

Employer responsibilities

As per the Immigration and Refugee Protection Regulations and under the Quarantine Act, employers must provide temporary foreign workers with wages during that quarantine period that are substantially the same as those set out in the offer of employment.

Furthermore, in the case where employers provide accommodations (i.e. housing), employers must ensure that foreign nationals under the TFW Program are provided with suitable accommodations for the purpose of complying with quarantine requirements, including accommodations that are separate from individuals not subject to quarantine and that allow for appropriate physical distancing. Employers must also ensure that workers have access to cleaning and disinfecting products.

Under current public health measures, if a foreign national is required to quarantine and does not have a suitable place to do so upon arrival to Canada, they will be provided with an appropriate place by the Public Health Agency of Canada.

Employers and workers must follow all applicable guidelines issued by public health. In the event of an outbreak of any communicable diseases, employers must work with the appropriate provincial or territorial public health authority to:

establish clear protocols to mitigate disease spread

maintain transparent communication with workers and the public health authority.

In the event of symptoms

If a worker shows any symptoms of Ebola disease and has been to an area affected by Ebola disease in the last 21 days, they must:

immediately isolate themselves from others;

inform their employer as soon as possible; and

contact the local public health authority.

Individuals are advised not to visit a doctor or a hospital right away. Public health authorities will provide instructions and arrange for appropriate assessment.

Furthermore, all contributors, including foreign workers, are entitled to EI benefits, provided that they meet qualifying and entitlement conditions applicable to all insured workers in Canada.

Stay informed

The Public Health Agency of Canada (PHAC) is working closely with provincial, territorial and international partners to share information and monitor the situation in Canada and globally.

As the situation evolves, public health recommendations may change. Employers and workers should regularly check the website of the public health authority in their province or territory to obtain updates and information on the preventive measures in place.

Information, Support and Integration for Temporary Foreign Workers in Quebec- SIIQ Spring 2026

Montreal, May 27–28, 2026 — During the Spring 2026 edition of the Quebec Immigration and Integration Fair (SIIQ), the Migrant Worker Support Program (PSTM), funded by the Government of Canada and coordinated by Immigrant Québec, provided Temporary Foreign Workers (TFWs) with a dedicated space for information, resources, and support.

Held at the Montreal Convention Centre, the SIIQ brought together thousands of visitors seeking information about services, programs, and opportunities that support successful integration into Quebec society. Among the event’s featured areas was a space dedicated specifically to Temporary Foreign Workers, where participants could connect directly with organizations involved in the PSTM and access information tailored to their needs.

Throughout the two-day event, TFWs had the opportunity to meet with specialized advisors, ask questions, and receive personalized guidance regarding their stay in Quebec. Participating organizations provided information on workers’ rights, available community resources, access to services, and various processes that can support successful social and professional integration.

A series of conferences and information sessions were also offered to help Temporary Foreign Workers better understand how Quebec society functions, navigate their integration journey, and learn about support programs available to immigrants at different stages of their stay in the province.

Beyond the information provided, the Fair served as an important networking and community-building opportunity. Temporary Foreign Workers were able to connect with others facing similar experiences, reduce the sense of isolation often associated with closed work permits, and establish relationships with organizations that can provide support whenever needed.

The participation of PSTM partner organizations highlighted the importance of accessible, community-based support in promoting the autonomy, well-being, and integration of Temporary Foreign Workers across Quebec. Thanks to the expertise of the professionals present, visitors gained access to reliable, centralized information tailored to their specific circumstances.

The Spring 2026 SIIQ once again demonstrated its value as a key event for immigrants and Temporary Foreign Workers looking to better understand their environment, identify resources available in their region, and strengthen their ability to make informed decisions throughout their immigration journey.

We would like to sincerely thank all PSTM partner organizations, participating stakeholders, and the Temporary Foreign Workers who visited the space during the event. Their participation and engagement played an important role in the success of this edition of the Fair.
